Combine butter and NESTLÉ Sweetened Condensed Milk in a medium non-stick saucepan and stir constantly to boil, simmer with stirring for 4-5 minutes until mixture becomes thick. Remove from heat and fold in with biscuits, pistachio and raisins. Mix together until well combined.
Spoon mixture and press evenly on a 20x25cm tray lined with baking paper and extended from both sides. Set in the fridge for 1 hour.
Place additional butter, chocolate and milk in a medium saucepan over medium heat with constant stirring until chocolate is melted.
Pour and spread the chocolate mixture evenly over the prepared biscuits mixture and set again in the fridge for 2-3 hours or until it's set. Cut into small slices and serve.
