Mix gently the pistachio powder, icing sugar, NESTLÉ Sweetened Condensed Milk and rose water. Avoid over-mixing, or else the dough becomes oily.
Make small balls with the dough. Insert some pine nuts on the top of each ball.
You can also roll some with desiccated coconut and some with crushed pistachio.
