Preheat oven to 160°C. Brush an oven tray with melted butter or oil. Line the base with baking paper.
In a medium bowl of an electric mixer, beat egg whites until fluffy. Add 1 to 2 tablespoons of sugar one at a time. Beat until stiff. Fold in vanilla.
Drop the mixture in teaspoonfuls or tablespoonfuls depending on the size you want on the prepared tray leaving 2.5 cm around each one.
Bake for 25-30 minutes or until meringue becomes dry and firm when you touch it. Leave the meringue to cool completely.
Heat a sauce pan, add NESTLÉ Sweetened Condensed Milk, corn flour, vanilla and chopped chocolate. Stir ingredients on low heat until chocolate melts 3-4 minutes remove from heat and let it cool to room temperature.
Spread some chocolate filling on a piece of meringue then place another piece on top.
Serve meringues dusted with cocoa powder or icing sugar.
