Combine carrots, NESTLÉ Sweetened Condensed Milk, sugar and water in a casserole and mix well.
Bring ingredients almost to a boil and simmer on low heat until all liquid is absorbed and the mixture is caramelized. Add the blossom water, rose water and vanilla powder. Mix well remove and allow cooling.
Whip the liquid whipping cream and NESTLÉ Cream until thick and creamy.
Scoop some cream in individual cups, spoon some carrot mixture over then cover with cream. Garnish with pistachios.
